This a tough one because a lot of the companies have different specs.
If the money is borrowed from the USDA then RUS standards must be used. The normal testing while on the reel is for length and capacitance. This is CYA in case the manufacturer sends you a bad reel or it is damaged while being transported, and it does happen. It is almos the same as for fiber and there is usually a data sheet provided.
NOTE: A "red" cap on the cable end used to mean there were errors in the cable and if you open the cap the bad pairs will be tagged. I have run into different capacitnace for different colors because of the chemicals used for the coloring. We were also required to cut off a three foot piece of the cable to save for lab tests in regards to fire resistance etc. Standard cable is .083 mf per mile.
