When I was at McConnell they had a similar VTC and the same switch but the VTC was FUBAR. I was able to fix it but it took a month of troubleshooting. It took a lot of research and a whole lot of my time. It's not easy and you'll get fustrated but stick with it and it'll come together. Below is a flow chart in I used in troubleshooting this equipment:
1st: Make sure all your connections are properly hooked up in the back of the equipment. I have found that this can be a problem. You may need to role your CAT V on the equipment side.
2nd: Check the setting on the VTC Controler. Buit into the VTC controler there is settings for rates. If it's not assigned to PRI it can mess up your connections.
3rd: Are you using an Imux? If you are this is controls your PRI Rate for the VTC Circuit. These things are a pain in the butt. You'll have to log into the IMUX and mess with the settings. I would call the VTC company or DISA ST Louis (they have VTC experts) and they should walk you through the settings.
4th: Tear Down and Start all over. I know this can be a pain but sometimes this helps. Don't do it if a contractor installed because it'll void the contract.
