Cable Tags in Manholes

I am looking for the TO reference on labeling cable in manholes. I was taught it was 1 label from in coming cable, 1 on out going cable and 1 on the splice if there is one. I thought it was in 31W3-10-12. I have access to the TOs just need to find it in there. Any help would be appreciated.

Look in TO 31W3-10-13 section 10.3. It talks about tagging cable splices in manholes.
