Tech Order Assistance

OK calling all cable Dawgs! Can anyone out there point me in the right direction for a Tech Order number that governs the installation of cable racking in manholes to include type?

Also the proper labeling of fiber optics cables in manholes.

Turns out I have some Army folks that are trying to tell me that the racking in manholes should be insulated and that we should have to change them. The racks were existing and not installed by our company but they're saying we should have to make it right since we installed cable in almost all of their manholes. I say BULLSHIT! What say you?

Also they're quoting the NEC National Electric Code 408.4 for labeling the cables which actually governs the labeling of electrical circuits in Panels. Would like to throw some tech order numbers at them and have them actually do their job.

Does 31W3-10-22 still exist ? That was the AF engineering TO.

Who owns the base/infrastructure?

Have them show you the technical reference...there should be installation documentation for acceptance and someone signed that the installation met the standards required
