...Installation Commanders may prescribecolor, unit designation and cloth or silk screen emblem to be worn on left side of chest....

Pretty cut and dry, let your supervisor, shirt or commander know if its going beyond that and hold them accountable. Doesn't state they may authorize anything beyond that.
